OIA is a Public School Academy that first opened its doors in 1999. It currently is serving 605 students from grades K-12. The focus of the school in 2006-2007 was modified from International Studies and Technology to one of improving English Language acquisition and proficiency. 2007-2008 school year expanded this focus to improved English Language acquisition and proficiency by providing more ESL teachers and expanding the curriculum to include more contact hours in English language acquisition. There are 50 full-time highly qualified professional teaching staff members. The school graduated its first class in 2002/2003. The Graduating Class of 2009 consisted of 23 students, with 46% of them being accepted to institutions of higher learning.

Any Michigan resident may attend the academy, free of charge. In the event that there are more registrants than seats available, a lottery is conducted.
